Staff Development: Thinking Out of the Box
Mindful of the importance of staff development in efficiently and effectively delivering daily tasks towards the achievement of DOH CHD-1’s organizational aims and thrusts, the Regional Office conducted a virtual Orientation for Newly Hired and Existing Employees on Office Values, Policies and Procedures, and DOH CHD-1 Programs on 1-2 June 2021 via ZOOM.The virtual staff development and orientation was conducted over a series of two days among selected DOH CHD-1 personnel. It was facilitated by DOH CHD-1 Health Education and Promotions Officer III Ethelreina B. Sugando. Subject Matter Experts on topics discussed were delivered by specialists and staff from the Civil Service Commission-Region 1.
The topics discussed during the activity were: 1) Basic Policies and Rules on Government Office/Work Hours, 2) Administrative Discipline, 3) Prescribed Dress Code, 4) Strategic Performance Management System, 5) Leave Privileges, 6) Personnel Compensation and Leave Credits, and 7) DOH CHD-1 Programs.
DOH CHD-1 Assistant Regional Director Dr. Mar Wynn D. Bello reiterated in his motivational words addressed to all personnel, “Think out of the box. Tayo ay magtulungan ng sa ganun ay magawa natin lahat ng office objectives na ating commitment para sa Departamento ng Kalusugan at makamit nating lahat ang targets natin. We have established systems but once we encounter problems we need to improve on them.”
Encouraging personnel to meet targets in the delivery of the Department’s programs and services by means of pursuing appropriate office procedures and processes that uphold quality and improved services towards DOH CHD-1’s clientele.
"DENGUE"
Dengue goes by other names, including "breakbone fever" or "dandy fever."
Dengue (pronounced DENG-gay) can affect anyone but tends to be more severe in people with compromised immune systems. One of five serotypes of the dengue virus causes dengue fever, it is possible to get dengue fever multiple times. However, an attack of dengue produces immunity for a lifetime to that particular viral dengue serotype to which the patient was previously exposed.Dengue is a mosquito-borne viral disease that has rapidly spread in all regions of WHO in recent years. Dengue virus is transmitted by female mosquitoes mainly of the species Aedes aegypti and to a lesser extent, Ae. albopictus. These mosquitoes are also vectors of chikungunya, Yellow Fever and Zika viruses. The following sign and symptoms are manifested.

‘Hypertension Awareness and Cervical Cancer Consciousness Month’
In Proclamation No. 1761, s. 2009, PRES. GLORIA MACAPAGAL-ARROYO, DECLARED THE MONTH OF MAY EACH YEAR AS “HYPERTENSION AWARENESS MONTH”, formerly President Arroyo

PROCLAMATION NO. 368 DECLARING THE MONTH OF MAY OF EVERY YEAR AS “CERVICAL CANCER CONSCIOUSNESS MONTH.Department of Health Center for Health Development - I conducted a virtual Orientation on Hypertension and Cervical Cancer last May 21, 2021, in celebration of hypertension and cervical cancer awareness, in partnership with the Ilocos Training Regional Medical Center (ITRMC) and the National Nutritional Council(NNC). Non-Communicable Disease Cluster headed by Dr. Magnolia I. Brabante, subject matter expert, acted as resource speakers. ITRMC Medical Officer IV Dr. Richard Ronald Cacho and Dr. Lala Ann Bambico- Medical Officer IV, Internal medicine (cardiology) and lastly Ms. Christie P. Ferino- Nutritionist II, also served as resource speakers for cervical cancer, hypertension and Proper Nutrition, respectively.
The objective of this activity aimed to improve public awareness on prevention and control of hypertension and cancer diseases. Also, update and intensify the advocacy campaign of these diseases.
The Civil Service Commission takes part in the COVID-19 Vaccination Advocacy
Facilitated by the Civil Service Commission Regional Office, the Department of Health Center for Health Development-1served as subject matter expert for “10 Must Knows on COVID-19” during the Regional Conversation last May 06, 2021, via Zoom Meeting. One of the agenda of the meeting was to strengthen knowledge of government staff on COVID-19 and the Vaccine.DOH CHD-1 Medical Officer IV, Dr. Magnolia I. Brabante lead the discussion of the 10 Must Knows on COVID-19 Vaccination Program in which she reiterated that the vaccine is free and effective. Dr. Brabante further discussed that the said vaccines are procured by the government and to be given free to all. The government targets 70% of the population to be vaccinated to prevent symptomatic to severe infections and death, prevent the transmission of the disease, and achieve herd immunity.
The primary goal in prioritizing on who gets the vaccine first are the personnel of most critical essential services and direct reduction of morbidity and mortality, relative to COVI-19 cases.
The Civil Service Commission employees are under the priority group B together with the other government employees, teachers, social workers, essential workers, groups with high risk of COVID-19, OFWs and other working Filipinos. Presently, in the Region, the rolling out of vaccination activities are on-going for A1-A2 priority groups.
